Settings → Rulebook. Write your rules as sections, upload a PDF, or both. You can set a league-wide rulebook, season-specific rules, and a supplement for an individual round.
Rulebooks are versioned: every race is judged by the version that was in force when it ran. Races run before you first uploaded your rulebook use that first version. The current rules are public at /leagues/<slug>/rules, appear on the join page, and are in the commentators' Booth in the Broadcaster.
