No — overlay themes in the Marketplace are free to install. GridCast's own broadcast layouts are part of the Broadcaster plan, so they show a lock for accounts without broadcast access.
The marketplace also lists community services, such as liveries and design work. Those are paid, but their checkout isn't open yet.
